DAOmocracy is the study and design of constitutional governance systems for autonomous agent economies — systems that preserve human authority over their fundamental values and boundaries while permitting autonomous operation within those boundaries at machine speed and civilizational scale. Constitutional Architecture
The invariant layer that defines what agent economies cannot do — the constraints, the cryptographic mechanisms that enforce them, and the institutional processes that amend them at human deliberative speed.

How human stakeholders, institutional actors, and agent representatives participate — voting mechanisms, representation, and the boundary between advisory and binding authority at each tier.
Constitutional Enforcement Infrastructure
How decisions made by human institutions acquire the force of technical constraint in systems that operate faster than those institutions can supervise. Not merely cryptography — the whole binding apparatus.
Inter-Field Governance Coordination
The layer at which DAOmocracy provides constitutional grounding for its companion fields — NCE contracts, ACS coordination, and QEC cryptography all deriving their authority from it.
What It Is Not
DAOmocracy emerges where every existing governance framework, applied honestly to autonomous agent economies, produces results that are inadequate — not because the frameworks are poorly built, but because they were built for a different participant at a different speed.

Each of these is necessary. None is sufficient. DAOmocracy addresses the challenge they cannot — making human constitutional authority meaningful, enforceable, and non-bypassable at the speed of machine execution — not by slowing the economy to human speed, and not by removing human authority, but by designing governance that is fast enough to function and rigorous enough to hold.

Governance cannot be retrofitted onto a system that has already optimized itself to run without it — the coordination patterns and economic dependencies it forms make later constraints costly to impose. The tension between human deliberative speed and machine operational speed cannot be resolved by finding a middle speed that satisfies neither. It is managed by architectural separation: constitutional decisions — amendments to the invariant layer, changes to participation rights — operate at human deliberative speed; operational decisions run at whatever speed the system requires. The separation is enforced by design, not by policy.

Authority is a multidimensional measure of genuine participation — verified technical contribution to standards, demonstrated expertise, sustained governance participation, and reputation earned through performance. Contribution weighting is itself a constitutional invariant: it cannot be changed to introduce capital weighting without a full supermajority amendment.

Procedural enforcement detects violations after they occur and remedies them through adjudication — adequate for human speed, structurally inadequate for machine speed. Procedural adjudication becomes the last resort, not the primary mechanism.

Continuous monitoring captures behavior that stress-tests the constraints; that intelligence is synthesized into governance reports; those reports inform constitutional review cycles that still run at full deliberative speed. It is how DAOmocracy avoids brittleness without losing legitimacy.

A field that defines principles without specifying how they become operational is a philosophy. DAOmocracy is a designed architecture — three tiers, each with a defined scope, a defined set of participants, and a defined relationship to the tiers above and below it.
The invariant layer — what the economy cannot do
The bedrock no operational decision can override, defined and maintained exclusively by human authority and cryptographically enforced through the QEC substrate. It holds the absolute prohibition on irreversible harm, the requirement that every agent carry a verified identity traceable to a human through the FTF, the anti-capture guarantee, and the RED coordination categories that ACS establishes — which become constitutional invariants here. Amendment requires supermajority, a ≥90-day deliberation, public review, and independent cryptographic audit — with no expedited path, whatever the claimed urgency.
Where operational rules are proposed, debated, and adjudicated
The active governance layer — faster than constitutional cycles, slower than the market it governs. It maintains the operational rules sitting between constitutional invariants and autonomous operation, the certification and identity standards across the companion fields, and the adjudication of disputes automation cannot resolve. Voting is contribution-weighted; no participant or coalition may hold more than fifteen percent of governance weight without triggering a mandatory rebalancing review.
Where the economy actually operates
Where contracts execute, coordination is certified, identities are verified, and value is generated — at machine speed within constitutional bounds. This is the layer the two tiers above exist to make trustworthy, and the one over which they exert the least direct control. It is continuously monitored by automated systems that surface anomalies — governance concentration, boundary approaches, reputation manipulation, coordination nearing RED thresholds — up to the Standards Tier for review.

The active governance body is not a token holder set. It is a structured composition of human stakeholders, the companion fields' own bodies, a reputation-staked judiciary, and agents whose voice is heard but never binding.

The NCE Standards Body, the ACS Governance Council, and the QEC Technical Authority each hold defined standing. Their decisions within their own frameworks remain subject to the Constitutional Tier constraints the Standards Tier maintains on their behalf.

Reputation-Staked Adjudicators
Human arbiters who stake verified ecosystem reputation — not capital — to resolve disputes between participants, between fields, and between operational rules and constitutional requirements. Their rulings accumulate into a body of governance precedent.
Non-Voting
Agent Advisory Representatives
Agents may surface governance gaps, submit performance data as evidence, and flag constitutional boundary approaches. What they may not do is vote on the rules that define their own operational boundaries — a constitutional invariant no Standards Tier decision can override.
Amending the Invariants
The constitutional layer is not immovable — it is designed to learn. But it changes intelligently, never quickly. Every amendment to the invariant layer runs the full deliberative process, with no expedited path regardless of claimed urgency.

Continuous monitoring captures behavior that approaches or stress-tests the constraints, synthesized into periodic reports.

Amendments require a supermajority of qualified human stakeholders — contribution-weighted, never capital-weighted.
